随着联合国气候变化框架公约谈判的不断深入,森林作为陆地碳吸收的主体受到越来越多的关注。以森林碳汇为分析对象,拟运用产权理论从产权角度对森林碳汇服务由无偿服务向有偿服务这一制度变迁过程进行分析和考察。得出森林汇碳服务产权的界定、技术与产权的互动演进以及国际权威组织的介入是保障森林碳汇服务在国际社会中进行有效交易的重要因素的结论。

With the negotiation over the United Nations Framework Convention on Climate Change (UN FCCC) getting further in testified, more and more concern has been drawn on the role of forests as the main terrestrial carbon sink. This paper takes the forest carbon sinks as the analysis object, uses the theory of property rights to analyze and inspect the institution evolution that the service of carbon sink is from free to paid. The result is that the property rights of the forest carbon sinks services defined, property rights and technology interaction and the intervene of international organizations are important factors for the transactions of the forest carbon sinks services in the international community.
